This position is a combined 190 Day position. (135 days Planning Administrator, 55 days Open-Doors Administrator) to begin prior to the 2022-23 school year.

The Northwest Educational Service District has a dual role position, which is a limited duration position for the 2022-23 school year. The Planning Administrator role will be responsible for developing, planning, and bringing to implementation a Therapeutic Day Program to support qualified students in Skagit and neighboring counties to open in the 2023-24 school year. This position will also include some time as the Open Doors Administrator, and be eligible to apply for the ongoing Administrator role but will have additional qualifications, including the ability to supervise and evaluate certified staff.
Planning Administrator Essential Functions:
- Plan and integrate functions and services to support the development of a therapeutic day school to serve districts in the region.
- Build effective working relationships throughout the region with ESD staff, district partners, and community resources.
- Conduct on-going needs assessments and collect and analyze data to refine and improve operational functions and services; evaluate day treatment/special education program initiatives.
- Conduct and analyze research on trends and best practices to support appropriate recommendations for student success.
- Select qualified and competent employees; provide orientation and continuing education and development.
- Develop and communicate a vision and program priorities through collaborative development in alignment with organization goals.
- Assess the scope of services to be provided to meet or exceed the needs and expectations of customers.
- Foster continuous quality improvement by leading teams in use of quality management tools and processes.
- Manage organizational resources with fiscal responsibility and promote effective allocation and utilization.
- Work with the Assistant Director in budget preparation by providing input regarding program needs, supplies, personnel, activity, and program creation.
- Articulate variances when necessary and develop plan with assistance from the Assistant Director as needed to address gaps.
- Plan and initiate the creation of all aspects of a new student program including a capital facility, staffing, budgets, marketing, revenue/expense projections, and planning with community partners and districts for wraparound services.

Open Doors Program Administrator Essential Functions:
- Provides direct supervision of assigned staff, which includes scheduling, planning, and initiating strategies for performance; assigning and directing work; training; formally reviewing performance including development and monitoring plans of assistance; interviewing and selecting employees; and resolving disciplinary issues.
- Develops, implements, and evaluates academic, behavioral, and prevocational/vocational strategies and programs aimed at remediating skill deficits.
- Assures that program procedures are adhered to and modifies such as necessary. Develops new procedures in areas that are identified as needing defined guidelines.
- Provides oversight, coordination, and support to staff by performing classroom consultations, assisting with student interventions, mentoring, evaluating outcomes per individualized educational program goals and objectives, identifying and coordinating the implementation of ‘Best Practices” models, and establishing and maintaining effective data collection and reporting systems.
- Oversees training for staff in effective instructional strategies.
- Oversees training for certificated staff in curriculum development, evaluation and monitoring of student outcomes, and Federal and State regulations.
- Maintains ongoing communication with appropriate school district personnel, parents/guardians, and community agencies to develop, implement, and maintain educational programming.
- Coordinates and facilitates the planning and implementation for District inclusion opportunities and transition services. Provides advocacy for students and parents as necessary.
- Works directly with students to ensure that they achieve both behavioral and academic success.
- Administers student services related to medical, transportation, food service, and safety.
- Provides outreach training/consultation to participating districts and to the educational community.
- Performs fiscal administration including but not limited to overseeing District billings, monitoring designated program budget revenues and expenditures, authorizing purchase orders in accordance with NWESD policies and procedures, obtaining competitive estimates and bids, and maintaining program petty cash fund.
Washington State Program Administrator or Principal credential required. Masters Degree in Special Education, Counseling, or related field and a minimum of one year of successful experience working with SBD or ESD students in an educational, correctional education, or mental health setting preferred. WSP/FBI criminal history background clearance required. Current CPR and First Aid Certification required or be willing to obtain.
