The fundamental reason this classification exists is to administer and direct functions and programs (Youth programs, Youth and Adult Sports and tournaments) and provide executive-level assistance with policy and budgetary analysis to the Recreation Manager or Deputy Director. The primary function of this employee is to plan, manage, directly supervise (Recreation Coordinators and/or Recreation Programmers), direct, and evaluate the comprehensive facility operations and recreation programs. Additionally, this employee implements long and short-range recreational planning objectives, program evaluation, implements activities to generate increasing revenue and conducts community needs assessments. Responsibilities include planning, implementation, and monitoring of the budget. The employee manages large complex projects which cross departmental lines and require special skills in dealing with City departments, community groups, and not-for-profit agency boards and executive staff. Additionally, this employee is responsible for overseeing acquisition and control of related program equipment, materials, and supplies; and establishing community partnerships to enhance delivery of services. The employee will oversee both recreation programs and facilities. An employee in this class may be assigned the role of deputy director in times of deputy director's absence and other duties in the City's Community Services Department.
- Manages the planning, development, implementation, evaluation, and promotion of comprehensive recreational programs, tournaments and services;
- Supervises operation and maintenance of recreation and related facilities;
- Motivates and promotes an excellent customer service attitude in employees;
- Supervises scheduling of recreational facilities and requests and coordinates the use of non-City facilities;
- Coordinates programs and activities with schools, community groups, and other agencies to maximize services;
- Develops policies and procedures, programs, and objectives for leisure, recreational, cultural, and sports programs and recreational facilities;
- Develops, recommends and implements technical and operational procedures and systems to achieve improved economy and efficiency in recreation program operations;
- Prepares and monitors compliance with the division budget;
- Coordinates activities with program supervisors, city departments, and school districts, arranging resource and facility schedules;
- Maintains financial records, including revenue and fees generated by programs, program operational costs, facility revenue and expense schedules, budget projections, and analyses;
- Makes periodic written and oral reports, including budget updates and projections, and special reports to the Parks, Recreation & Library Committee and City Council;
- Supervises implementation and enforcement of risk management and safety policies, regulations, and procedures;
- Monitors accident, incident, and emergency situation reports; escalates as necessary
- Inspects and monitors all major programs, services, staff, and facilities on a regular basis to evaluate quality and efficiency of operations and systems and compliance with operational standards;
- Researches, analyzes, and prepares reports on parks and recreation program and project status, and accomplishments for city management, community organizations, and the general public.
- Participates in the development, implementation, evaluation and enforcement of department policies, procedures, and standards. Interprets, explains, and enforces federal, state, county and city laws, rules and regulations.

- Defines issues, collects data, analyzes information and evaluates alternative solutions.
- Researches and develops new programs, operating procedures and revenue sources, and develops funding proposals.
