Provides all fiscal services essential to the preparation, administration, supervision and control of the District budgets; establishes and maintains proper accounting procedures and internal/external controls for all funds, accounts, and programs of the District; assists with the reconciliation of all bank accounts; coordinates District audit procedures; complies with auditor, providing information as required; reports to the Superintendent and the Board of Trustees on the budget and accounting affairs of the District, advising in all fiscal areas; prepares complete itemized monthly financial reports of the finances of the District; organizes and supervises the District's purchasing policies and procedures within the policies provided by the District; directs coordinators of categorical funds in fiscal compliance and reporting; completes all necessary county and state fiscal reports; oversees maintenance of the District's fixed asset records; supervises payroll processes and procedures of the District; interfaces the payroll and personnel data processing systems; furnishes direct support services to site department managers, staff, parents, and community; participates in Superintendent's cabinet and management team meetings; interprets the business area of educational programs to the community at large; manages District real estate and insurance programs; supervises clerical personnel in the business office; attends transportation consortium meetings; administers, through the food services manager, the cafeteria services and the school lunch program; administers, with site managers and the Director of Maintenance/Operations/Grounds, the allocation of funds; develops facility utilization program including expansion, lease, sale of property, facilities; serves as a consultant on any grant proposal originating in the District; performs other duties as assigned by the Superintendent.
Knowledge of: Accounting, budgeting and fiscal procedures; Laws, regulations and procedures applying to school district accounting, financial reporting, maintenance/operations, food services; Principles, procedures and legal requirements of school district purchasing; Data processing operations and accounting records; Cost accounting and the application to school accounting; Basic financial analysis and research procedures. And Ability to: Implement, monitor and supervise the operations of computer systems; Analyze financial reports; Supervise service staff in areas of accounting, purchasing, payroll, maintenance and operations, food services; Inform groups on school business procedures and operations; Establish cooperative and effective working relationship with co-workers. And Experience: Five years accounting experience in a supervisory capacity, preferably three years in school finance and accounting. Responsible school district fiscal and operational experience preferred. Bachelors’ Degree in business, education, finance, management, or related field preferred
