Twelve months. Duty year is July 1 – June 30. Position accrues 24 paid vacation days annually earned at the rate of two (2) days per month of active service.
THE POSITION:
The Coordinator III / ELD, World Language & Dual Language shall provide technical, specialized, consultative, advisory, supervisory and planning services for development of local and regional capacity for LEA achievement and continuous improvement through on-site visits, regional events, and statewide convenings, especially as related to World and Dual Language Program development and the English Learner Roadmap; provide leadership for districts in the development of District EL Master plans and activities; provide technical assistance to Title III schools and districts; plan, organize, develop, recommend, and evaluate programs, processes, and procedures; serve as a resource to school districts and the office in the area Title III guidelines and regulations and services to multilingual learners; coordinate the Title III budget; plan and conduct special studies and workshops; monitor Federal and state legislation and provide interpretation and guidance; coordinate, monitor, and review Title III services with local, county, state, and federal agencies; and perform other related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
This position requires specialized subject matter expertise in education with an emphasis in Designated English language development (ELD) and as it relates to content as in Integrated ELD with Structured English Immersion (SEI), and multilingual instructional program models for language development in alignment with the Global California 2030 Initiative, including dual language immersion program development and support, and world language instructional content knowledge. Under administrative direction, the Coordinator makes decisions of critical consequence, impacting daily operations of the Title III program; implements and revises established policies and operational procedures; and may provide technical and functional supervision of professional, technical, and clerical personnel. The coordinator works with high- need schools and districts.
SUPERVISION RECEIVED AND EXCERCISED:
Administrative direction is provided by a Project Director III or higher-level administrator. Responsibilities include technical and functional supervision of professional, technical, and clerical personnel.
EXAMPLES OF DUTIES:
Duties may include, but are not limited to, the following:
Provide ongoing collaboration, technical assistance and professional learning support to local educational agencies on EL program and California EL Roadmap implementation and monitoring
Plan, schedule, and arrange for the wide distribution of information regarding in-service training workshops, seminars, conferences, and meetings.
Prepare specialized reports, surveys, and other descriptive information for review and distribution
Serve on the CCSESA Curriculum and Instruction Steering Committees (CISC) for the ELA/ELD and World Language subcommittees
Serve as the LACOE delegate at CDE Bilingual Coordinators Network state convenings • Assist in development, review and monitoring of the Title III LEA plan.
Serve as a liaison between school districts, agencies, State Department of Education, professional organizations, and other public and private agencies in the area of responsibility; assist in the identification of needs and the most effective methods of meeting needs.
Plan, organize, and direct research and development activities in the content, design, and implementation Title III district plans.
Design, conduct, and evaluate in-service programs and publications.
Evaluate or provide technical evaluation of the performance of professional, technical, and clerical personnel to ensure compliance with the project policies and operational objectives.
Approve and supervise all grant regulations, policies, and budget expenditures.
Meet with local, county, and state agencies concerning project goals and objectives.
Provide technical assistance to schools and districts
Prepare specialized reports, surveys, and other descriptive information for review and distribution.
Serve on internal and external advisory, resource, and support committees.
Provide leadership in the interpretation and application of state and federal laws and regulations and office policies and regulations.
Instructional program models for English Learners and multilingual learners, principles of English language development, integrated ELD and Designated ELD and current research and best practices on dual immersion programs and multilingual education and equity.
Effective, systematic, improvement processes and the ability to assist LEAs in the restructuring of current EL educational practices.
Appropriate methods of training, program planning, group facilitation, and instructional techniques particular to adult learning and English learners.
Effective management and administrative techniques regarding planning, budgeting, program implementation and modification, purchasing, and contract administration.
Experience using technology to train LEAs in the use of web-based monitoring systems.
Effective educational leadership theory and practices.
Group facilitation techniques and processes.
California Education Code, current state and county policies, rules and regulations of the office.
Current research regarding effective systems and practices for supporting academic success of multilingual learners.
Federal and state accountability including the California Dashboard and LCAP State Priorities

Conduct classroom observations and debriefs with school and district staff.
Support schools/districts with the planning and implementation of activities and procedures designed to ensure Title III plan goals and objectives are met.
Analyze, assess, and interpret legislative, statistical, and programmatic data; apply knowledge gained in practical project administration.
Demonstrate effective writing and communication skills.
Support LEAs that have multiple funding sources and multiple requirements.
Effectively and efficiently recruit, select, train, supervise, and evaluate subordinate personnel.
EXPERIENCE AND EDUCATION:
Any combination of education and experience that would be likely to provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Five or more years of comprehensive, directly related and progressive educational administrative experiences, with at least three years in public school setting as a site level principal. Other administrative experience may include district and/or county-level administrative positions in K-12 education. Professional development experience in the field of instruction for English learners, Multilingual learners, and/or World Language learners is required. Teaching experience with diverse populations is desirable.
Education: A Master’s degree or higher in education or closely related field from an institution of higher l learning accredited by one of the six regional accreditation associations as recognized by the Council on Postsecondary Accreditation.
