Under the general direction of the Associate Superintendent, plan and provide leadership in the District’s secondary instructional program, including federal and state programs in alignment with the District’s mission and goals. Strategically ensure that all programs/services focus on closing the achievement gap and promote equity for all students.
Essential Duties and Responsibilities
(may include, but not limited to the following)
Provide leadership in aligning the District's educational programs to the Common Core State Standards and increase student achievement and instructional practices.
Supervision and evaluation of middle and high school principals, alternative education principal, adult education and other staff assigned.
Ensures compliance with state and federal regulations and other accreditation agencies governing secondary education programs and services.
Establishes and monitors procedures for the secondary education instructional program to include the setting of grading standards and examination procedures.
Conferences with parents/guardians of students and resolves concerns.
Reviews and monitors school improvement plans.
Prepares or directs the preparation of reports as required by federal, state and local regulatory agencies.
Direct, coordinate and control the management of the District uniform complaint process, including but not limited to Williams compliance.
Represent the authority of the superintendent in all administrative matters pertaining to schools within the District.
Provide leadership in the development and improvement of instructional programs and policies for the seventh through adult.
Assist in the continued enhancement of the management of Twin Rivers Unified School District by modeling appropriate behavior for and toward students and staff and by displaying professional conduct and appearance at all times.
Responsible for ensuring that the educational programs in grades seven through adult are sound and consistent with good education practices while providing leadership in the development and use of new tools of teaching and learning, new skills, practices and organizational devices.
Conduct regular meetings with principals to coordinate programs, discuss common problems and provide them with the opportunity to participate in decisions affecting their programs.
Administer the organization of curriculum and other committees necessary for the instructional programs.
Develop, evaluate and make recommendations regarding policies and procedures governing the operation of seventh through adult.
Responsible for budget development for the schools and departments under his/her jurisdiction.
Determine the staffing needs of the seventh through twelfth grades, alternative education and adult education and work cooperatively with the Human Resources/Labor Relations Division in the employment, transfer and assignment of personnel.
Assist principals and others in interpreting and meeting the differentiated community needs and provide leadership to the schools in interpreting District policy in their communities.
Develop and evaluate, systematically and continuously, the standards by which the staff evaluate and improve their own work.

Knowledge of:
Thorough understanding of the Common Core State Standards.
Knowledge of learning theories, human needs curriculum development, motivation theory, school finance, budgeting and collective bargaining.
Administration of District policies, local, state and federal laws pertinent to schools.
Knowledge of secondaryreform initiatives.
Staffing organization, selection and supervision of personnel.
The skill of communication including initiating, listening, clarifying and facilitating interaction among group members.
Verbal skills to communicate effectively with a wide variety of people.
Research, reading and public speaking.
Writing skills to effectively convey ideas, reports, letters and memoranda.

Administer, analyze and interpret effective practices.
Identify grants that assist in efforts to improve educational programs.
Assess District practices with respective area assigned.

Read, interpret, apply and explain rules, regulations, policies and procedures.
Supervise and evaluate the performance of assigned staff.
Prepare comprehensive narrative and statistical reports.
Analyze situations accurately and adopt an effective course of action.
Work independently with little direction to meet schedules and timelines.
Communicate effectively both orally and in writing to a variety of audiences.
Meet District standards of professional conduct as outlined in Board policy.

Education and Experience: A minimum of five years teaching experience and experience as the primary administrator for a school site and/or District program required. Increasingly responsible administrative or supervisory experience in state and federal or related programs preferred. Master’s or Doctorate in education preferred.
Licenses and Certificates: Valid California Administrative Services Credential required. Valid California driver’s license and current proof of insurance required.
