PRIMARY FUNCTION:
The Associate Superintendent, Learning Support Services, shall be responsible directly to the Superintendent to provide executive leadership in achieving the District’s mission and organizational goals. The Associate Superintendent will be responsible for the overall leadership and operation of Learning Support Services.
MAJOR DUTIES AND RESPONSIBILITIES:
• Works with the Superintendent and the Board of Education in refining and implementing the District’s strategic plan and in articulating a vision for the District’s program. E
• Implements the Superintendent’s and Board of Education initiatives regarding students’ achievement goals and objectives for the district; provides leadership, direction, support, supervision and evaluation of the departments for the purpose of implementing Board goals, district initiatives, and Superintendent’s direction, providing continuous evaluation of progress toward achievement of these goals and objectives; ensuring programs approved by the Board of Trustees are fully and appropriately implemented in all schools; and making school educational services more effective and responsive to the identified needs of students and school sites. E
• Provides leadership and assistance in the design, operation, monitoring, and evaluation of the educational programs and student services of the District. E
• Works collaboratively with members of the Superintendent’s Cabinet, other senior level managers, and staff to initiate, plan and implement activities; provide instructional resources, materials and equipment; assess the curriculum and academic approaches for the purpose of ensuring effective coordination, articulation, support, and implementation of all educational support and student intervention programs, positively influencing the learning environment for students. E
• Provides leadership, management, and direction to directors, and staff of Learning Support Services. E
• Acts as the Administrator of the District in the absence of the Superintendent. E
• Develops and maintains an evaluation system to assess the progress of students toward district established standards of achievement in all curricular areas; evaluates District and school performance as measured by the state accountability systems, standardized tests, and District assessment tools; provides for effective communication of annual performance; and reports results to the Board and the schools. E
• Monitors the Pre-K-12 instructional program and support services by regular visits to schools in the District. Collaborates with schools and provides coaching to Principals to develop and lead instructional programs and implements instructional models designed to improve achievement of all students. E
• Collaborates with the Associate Superintendent of Student Support Services regarding educational programs, special education programs, intervention programs and student support services programs. E
• Collaborates with the Associate Superintendent of Technology and Innovation to provide alignment and integration of innovative instructional practices between technology and teaching and learning to transform classroom and school models. E
• In coordination with the Superintendent, leads the process for completing the Local Control and Accountability Plan (LCAP) in identifying yearly District educational priorities to provide a basis upon which to recommend the allocation of District financial resources to address both short-term and long-term educational goals and objectives. E
• Formulates and encourages innovative curricular programs that will improve instruction in collaboration with directors, principals, and teachers. E
• Leads, facilitates, and plans professional development programs in conjunction with directors, principals and teachers as it relates to educational programming district-wide and for specific identified needs in schools, programs or job functions. E
• Provides leadership, direction, and oversight for accountability measures and data systems, programming and accountability for English Learners, intervention programs, enrichment and acceleration programs, and pupil assessment. E
• Oversees equity, diversity, and improvement efforts to improve the climate and culture in Poway Unified School District as well as access and opportunity for every student. E
• Provides leadership and supervises the selection of and provides overall direction for textbook adoption in all areas of the Pre K-Adult curriculum. E
• Serves on a variety of committees; attends and participates in professional groups, conferences, site and district meetings, facilitating when assigned. E
• Prepares and implements policies, procedures, and practices and interprets policies and practices for the Superintendent, Board, the staff, and the community related to educational programs and student services under the direction of the Superintendent. E
• Ensures district compliance with state regulations and policies in monitoring, assessment, and reporting for all academic programs. E
• Develops, in collaboration with the Finance Team, the District’s annual instructional services budgets, and monitors the allocation of funds to ensure effective utilization of resources in support of program requirements; oversees and monitors school site budgets to ensure effective utilization of resources. E
• Oversees the preparation and presentation of studies and reports critical to effective decision-making by the Board, Superintendent, administrators, staff, and the public. E
• Oversees the grant proposal development process. E
• Stays current on local, state and federal laws, rules, regulations, and other requirements for compliance by the District. E
• Maintains contact and consults with state, regional, and local agencies that have implications for the programs of the District. E
• Works directly with the District’s legal counsel as necessary to ensure compliance on issues of educational programs and student services. E
• Offers advice, counsel, and recommendations to the Superintendent on matters of educational programs and student services. E
• Serves as a resource and provides advice and counsel on a wide range of issues and assists supervisors and staff in resolving problems; responds to the most sensitive or complex inquiries or complaints; provides assistance and support in collective bargaining contract negotiations. E
• Provides public representation regarding District issues on various committees and before special interest groups, citizen groups, and other public meetings. E
• Acts as the key spokesperson for assigned area of responsibility. E
• Attends all regular and special meetings of the Board of Education and makes reports on District programs as directed by the Superintendent. E
• Attends professional meetings, conferences, institutes, etc., and reviews professional literature, articles, online resources, blogs, and relevant research to keep abreast of current trends and practices in areas of educational programs and student services. E
• Performs related duties as required. E
QUALIFICATION STANDARDS: Knowledge of – administration of public education, including curriculum development/evaluation, and program supervision; current local, state and federal laws, rules, regulations, and other requirements for compliance by the District; and general management principles, contract negotiations, conflict resolution, project management, public budgeting, information systems technology.
Skill to – demonstrate success as a strong and visionary leader; plan, organize and direct the work of others; prepare clear and concise written statements of policy and procedure; communicate effectively in both oral and written form; and establish and maintain effective working relationships with District staff and administrators, students, parents or guardians, outside agencies, community groups, and the public.
EXPERIENCE: A minimum of five (5) years of increasingly responsible successful experience in education and school district-level administration.
EDUCATION/CREDENTIALS: A minimum of a Master’s Degree from an accredited college or university, with a doctorate preferred, including graduate work in educational management and/or curriculum development. Possession of appropriate California administrative credential.
The Poway Unified School District is located in northern San Diego County, California. PUSD operates 25 elementary schools (K-5), one elementary & middle school combination (TK-8th), six middle schools (6-8), one continuation high school, five comprehensive high schools (9-12), and one adult school. Twenty-six schools are located in the city of San Diego; twelve schools in the city of Poway. The District serves approximately 35,500 students and is the third largest school district in the county.
