Under the general direction of the Superintendent, the job of the CBO is done for the purpose of developing and coordinating the formulation of the academy budget, analyzing, and projecting revenues; coordinating and monitoring the expenditures of the academy, schools, and department budgets; serving as the primary fiscal and business official of The Palmdale Aerospace Academy (TPAA); and coordinating and directing personnel communications and activities involved in the business department.
Audits financial operations in all Academy areas.
Oversees all financial aspects of the Local Control Accountability Plan (LCAP) and mandated state financial plans.
Conducts short and long-range analysis and projections of school site income and expenses to facilitate administrative planning.
Provides information and counsel to the Superintendent concerning business aspects of assigned departments.
Oversees the preparations and presentation of reports concerning assigned departments for the purpose of conveying information on issues that are critical to effective decision-making by the Governing Board, Superintendent, staff, administrators, and/or the public.
Serves as a liaison to external auditors and analyzes, evaluates, and interprets audits, financial, and or business operations.
Maintains current knowledge of new legislation and mandates related to school finance, including Education Code, Internal Revenue Service (IRS) regulations, and governmental accounting requirements; implements or revises accounting procedures, and practices to meet new requirements.
Supervises, directs, coordinates, and evaluates the work of assigned personnel, including management staff of the Business Services Department.
Provides training and technical expertise to assist the associated student body bookkeeper in establishing and maintaining the associated student body accounting system according to established guidelines.
Meets monthly with Principals and Directors to review budgets.
Coordinates year-end close of financial records, audits, and proper filing of tax returns.
Oversee relevant contract renewals to ensure current relevance, future need, competitive pricing, and overall efficiency.
Coordinates with the Director of Facilities, Maintenance and Operations on all required liability insurance policies.
Responsible for all timely financial data to the bond dissemination agent.
Hold weekly meetings with all Business Services staff. Other duties as assigned.
Bachelor’s Degree in Business Administration, Accounting, Financial Management, Public Administration, or related field supplemented by courses in related financial areas or equivalent work experience in School Finance
Progressively responsible professional accounting and financial management experience in a school setting, including supervisory responsibility for administering a fiscal program including accounting, payroll, budget preparation, and control.
Certification or training as a chief business official is desirable.
