Serves as part of the strategic partnerships team with the Vice President of Government Affairs, Deans, and administration to create and maintain a strategic plan to market Youngstown State University as the choice provider and partner for Education Service Centers and the public and private school systems within YSU?s catchment area. Works with divisional leadership to determine vision, strategy, short and long-range goals that align with the mission, core values, and purposes of the university. Acts as the outreach arm when marketing internship partnerships and training programs to school districts. Develops public/private partnerships to advance the workforce education and training needs and outcomes for degree and non-degree pathways through an interdisciplinary approach involving all five colleges within the university. Fosters and maintains relationships with area superintendents and education service centers. Responsible for establishing a strong corporate sales pipeline for the Excellence Training Center?s programs and strategic offerings by prospecting, qualifying, and closing leads. Creates effective business development strategy in support of the university?s objectives. Works collaboratively with the Cabinet and Deans to effectively develop and manage high level strategic partnerships for YSU.
Oversees operations including supervision of staff and implementation and administration of all programs and/or services. Works under general direction and may develop guidelines in accordance with policies and procedures for lower-level employees. Interprets and assists in the development of, or develops, regulations, policies, etc. for the guidance of other employees or the public. Supervision from above the director-level classification may be received in the form of memos, staff conferences, or other periodic communications.
Essential Functions and Responsibilities: Works with staff, partners, agencies, volunteers and vendors to identify, develop, direct, and implement workforce education programs, projects, products and services that offer educational opportunities to students and workforce. Develops and engages external industry partnerships, non-profit, and other local, state, and federal organizations to expand workforce training initiatives.
Works with staff, partners, agencies, and schools to identify and implement College Credit Plus programs at schools in the University?s catchment area.
Promotes education programs, projects, products, and services.
Develops relationships with industry, government, non-profit agencies, and economic development organizations that help to advance the mission and business objectives of the University.
Champions new opportunities across the region, working collaboratively to execute plans for developing new business, maintaining existing client relationships, and developing new business products and models in concert with University objectives.
Coordinates and attends trade shows in targeted markets to generate new leads. Coordinates special events and promotional opportunities to market corporate education and continual learning programs.
Stays current on subject matter relevant to departments and programs within the university and communicates with supervisor. Prepares reports and other information/documentation for review related to the departments and programs regarding effectiveness and future needs.
Communicates with external entities, develops positive working relationships to further the University?s objectives. Attends meetings or seminars to obtain or share information for use in education programs or to inform management of training programs status. Develops presentations and/or speeches and delivers for both internal and external purposes.
Supervises staff; assigns and reviews work; establishes timeframes for the completion of assigned tasks; trains and orients new employees; approves/disapproves requests for paid leaves; interviews candidates for employment and makes recommendations for hire; evaluates employee work performance; receives and responds to grievances; provides assistance with the development of unit work procedures and policies.
Reviews recommendations by lower-level staff regarding the assigned area?s policies and procedures as it relates to completion of work and/or provision of services; prepares recommendations to supervisor regarding the assigned area?s policies and procedures as it relates to completion of work and/or provision of services.
Utilizes reports and other information/documentation in strategic, and regular, planning of the assigned area; prepares reports, recommendations, and other information/documentation to assist in strategic planning of the assigned area. Gathers data and prepares reports and other information/documentation for review?related to the department?s/division?s programs and/or services, or one or more assigned components thereof.
Supervises the day-to-day functionality and assumes general oversight of the assigned area?s operations and services as related to any assigned program, initiative, or objective. Directs daily tasks related to the full scope of a department?s/division?s overall programs and/or services.
Regularly communicates with supervisor and other staff, including student workers, as required or needed in the completion of daily tasks in support of the department?s/division?s overall goals and objectives.
Reviews and/or monitors records of daily tasks in accordance with the department?s/division?s (or University?s) policies and procedures and assures timely communication with supervisor, staff, and students where appropriate.
Other Functions and Responsibilities: Assists with training new hires.
Performs other duties as assigned and/or required that are within the level of responsibility for this classification at the discretion of the supervisor.
Equipment Operated: Computer and all other standard office equipment.
Work Schedule: Typically, Monday through Friday, available to work morning, evening and weekend hours as needed.
Supervision Exercised: Supervision is exercised over staff and students.

Knowledge, Skills, and Abilities:

Minimum Qualifications: At least a bachelor?s degree in business administration, communications, or a related field. Experience in promoting workforce development and/ or education programs to industry, not-for-profits, workforce intermediaries, K-12 schools, and other community partners. Demonstrated experience in building public/private partnerships. At least five years of experience in the public sector.
Preferred Qualifications: A master?s degree in business administration, communications, or a related field. Experience in developing, budgeting, financial managing, and administering education curriculum and grants.
