BRIEF DESCRIPTION OF POSITION
Under the supervision of the District Superintendent, plans and directs the program of human resources for certificated and classified employees, including recruitment, selection, employment, and evaluation of the staff of the district in keeping with legal requirements and Board Policy.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Selection
Administers the certificated and classified staff employment, promotion and assignment programs, including recruiting, screening and evaluating applicants, in keeping with legal requirements and Board Policy.
Develops, refines and interprets policies pertaining to the employment, transfer, reassignment, promotion and evaluation of certificated and classified personnel.
Projects yearly staffing needs to support the educational priorities of the district.
Processing and Record keeping
Prepares certificated employment contracts and classified employment status notices.
Provides employment data to the Payroll Office.
Develops and maintains a system of personnel records to provide a comprehensive record of all matters relating to employment status.
Maintains legal compliance.
Staff Development and Evaluation
Coordinates a yearly program of in-service training for the certificated and classified staff and coordinates with individual school program.
Coordinates the program for the evaluation of the certificated and classified staff and in-services all staff members about district procedures as aligned to Education Code and all applicable state and federal labor laws.
Provides continuing development and refinement of evaluation procedures for both certificated and classified personnel.
Provides yearly annual and other regularly scheduled orientation sessions for new employees.
Administrative
Interprets District personnel policies and legal requirements for Board and staff.
Administers the classified and certificated personnel collective bargaining agreements and applicable grievance processes.
Leads the district collective bargaining process for certificated and classified personnel.
Sets up and Coordinates negotiation sessions with employee bargaining units, prepares district proposals, and keeps detailed minutes of all negotiation sessions, district caucuses.
Provides staffing, wage and salary data required for budget preparation and negotiations, and prepares salary and health and welfare information.
Assists in the implementation of the collective bargaining agreements, Education Code and state and federal labor codes as related to the Board goals and objectives related to curriculum and instruction.
Files required reports with county, state and federal agencies as required.
Other duties as assigned.
REQUIREMENTS:
Masters Degree (Required) Valid Teaching and Administrative Credentials (Required) Five Years of Teaching Experience (Required) 3-5 Years Administrative Experience (Required) School Site or Adult Education Administrator Experience or Principal (Preferred) Bilingual (Strongly Preferred)
Oxnard Union High School District was established in 1901 and opened Oxnard High School in 1902. The district was formed by the elementary districts in the area it served in order to provide public education for grades 9 through 12.
Oxnard High School served all of the secondary students on the Oxnard plain and the Conejo Valley until 1956 when the district opened Adolfo Camarillo High School. The population growth of the area was reflected in the rapid addition of more schools: Hueneme High School in 1960; Thousand Oaks in 1962; Rio Mesa in 1965; Channel Islands in 1966; and Newbury Park in 1967. Frontier High School, a continuation school, was opened using existing facilities at the former Oxnard Air Force Base (now Camarillo Airport) in 1972.
In 1974, Thousand Oaks and Newbury Park High Schools became part of the newly established Conejo Unified School District, leaving this district with five comprehensive and one continuation high school. In 1995 the new Oxnard High School campus located on Gonzales Rd. opened its doors, discontinuing the use of the early 1900 era campus on 5th Street. Pacifica began serving students in 2001 and became the district’s 6th comprehensive hi...gh school. Rancho Campana openened its doors in 2015 and soon after Oxnard Middle College High School opened in 2018. Adding to the OUHSD family, Del Sol High School opened it's doors in 2023.
