JOB TITLE
Assistant Superintendent, Business Service
JOB DESCRIPTION
The Chief Business Officer is responsible for budget development and monitoring procedures; long-range financial planning and budget control administration; management of maintenance, operations, and transportation; food services; grounds; risk management; fiscal contract; administration; and all of the areas related to facilities and technology.
POSITION IN THE ORGANIZATION
Reports to Superintendent
SPECIFIC RESPONSIBILITIES
Supervises the management of the financial affairs of the schools
Assumes leadership and responsibility for the effective and efficient utilization of technology in providing financial services to the schools and departments
Establishes and supervises a program of accounting adequate to record in detail all money and credit transactions
Provides a financial information system for management use in decentralized budget control
Develops recommendations to the Superintendent on fiscal services, Board policy and administrative rules and regulations
Serves as a member of the District’s collective bargaining team.
Supervises the collection, safekeeping, and distribution of all funds
Provides creative leadership for the District's asset management program
Assures legal compliance in all aspects of the administration of the District's Business services operations
Acts as advisor to the Superintendent on all issues relating to the business and financial affairs of the District
Assists in selecting and training all financial and fiscal services support staff personnel
Arranges for the internal auditing of school accounts
Interprets the financial concerns of the District to the Board and community
Coordinates, implements and evaluates the District's maintenance, operations, transportation, food services, technology, and facilities programs
Serves as member of Superintendent's Cabinet and Management Team
Performs other related duties as assigned
REQUIRED QUALIFICATIONS EDUCATION AND EXPERIENCE
Bachelor's Degree in finance and accounting, in addition Master's Degree or CPA desired, with a strong background in public school finance management.
At least five years of increasingly responsible business office accounting management or other responsible administrative experience.
A person of integrity and dependability with demonstrated ability to establish a climate of trust and confidence with staff and community.
Experience in asset management, facilities planning, maintenance, technology, operations and transportation desirable.
SKILLS, KNOWLEDGE, AND ABILITIES
Knowledge of school business budgeting and accounting management
Basic knowledge of financial computer systems management
Purchasing, insurance and contracts
Ability to plan and coordinate a variety of business/accounting functions
Ability to prepare and present reports and Board agenda items
Ability to read and interpret government codes
Ability to communicate effectively, orally and in writing, with Board, staff, parents, businesses, outside agencies, and members of our multicultural community
Ability to establish and maintain cooperative and effective working relationships
Ability to establish a climate of trust and confidence with staff and community Knowledge of current legislation, Education Code, Government Code, collective bargaining, contracts regarding business administration and organization
Ability to work cooperatively with schools in a system that promotes shared leadership and site-based decision making
Ability to coach, encourage, and provide personal growth opportunities for assigned personnel
Must be physically fit to lead and participate in a variety of vigorous activities
Ability to see and hear conditions relating to the safety of self and others
Ability to speak in an indoor and outdoor setting well enough to project voice in an open area
Strength to lift/carry equipment/supplies up to 50 pounds
Must have adequate body movement or mobility to stoop, bend, reach, climb and walk on uneven surfaces
