General Description: Under direction of the Assistant Superintendent, Educational Services, serve as the chief administrative officer of a K-6 elementary school facility; direct the formulation and implementation of operational procedures and practices; plan, develop and implement instructional objectives; design and implement procedures to evaluate instructional program effectiveness; assist in planning and conducting staff development opportunities; plan, develop, and carry out public and community relations activities; perform other related functions as directed. Key Functions and Duties: 1. Serve as the instructional leader and operational manager of an elementary school facility. 2. Plan, design and conduct follow-through strategies pertaining to curriculum development, and the implementation of instructional programs and activities designed to meet the unique needs of students and the educational community. 3. Work closely with the school staff and school site council in identifying educational and instructional needs, and in developing long and short range plans to improve the instructional process. 4. Support the curriculum development and instructional implementation of a standards-based educational program designed to meet the unique needs of students and community. 5. Plan, develop, organize, conduct and maintain performance evaluation information systems designed to ensure the site goals and objectives are achieved, and that all levels of staff adhere to District, state, and national educational standards and goals. 6. Plan, develop, organize and administer support systems and intervention programs which optimize the means to improve instruction and learning. 7. Review, evaluate, requisition, purchase and allocate instructional resources, supplies and equipment to enhance programs and support school wide goals. 8. Confer and consult with school and District personnel, parents and pupils pertaining to academic and behavioral issues and establish alternative interventions. 9. Direct, supervise, observe, assess and evaluate site personnel performance. 10. Ensure that all levels of staff adhere to District, state and national educational and professional standards. 11. Oversee site budget planning and expenditure control process. 12. Oversee the supervision of student enrollment, records, attendance and health requirements. 13. Maintain effective community relations; serve as the primary source of information to the respective community, initiate and implement communication to parents regarding all phases of the education program; carry out a program of community relations as a means of taking the initiative in interpreting and furthering school programs through parent groups and other community organizations. 14. Attend Student Study Team and Individual Educational Planning meetings, as appropriate; maintain liaison with District student services personnel, including psychologists, speech therapists, nurses, etc.
Education and Experience: 1. A Master’s Degree or higher degree from an accredited college or university. 2. A valid California administrative credential. 3. Five years successful teaching experience, preferably at the elementary level. 4. Experience in the area of elementary curriculum. Qualifications: Ability to: 1. Direct, lead, and coordinate the multifaceted functions and activities of an elementary school facility. 2. Demonstrate effective instructional, organizational and administrative leadership. 3. Analyze problems, determine alternative solutions, and make appropriate and effective decisions. 4. Communicate effectively in oral and written form. 5. Plan, develop and maintain effective organizational and community relationships. 6. Keep current regarding preliminary teacher preparation programs including induction program, professional development, and knowledge about state-adopted content standards and performance levels for standards. Knowledge of: 1. Principles, techniques, strategies, goals and objectives of public education. 2. Curriculum development, instructional program delivery strategies and program supervision, assessment, and evaluation. 3. Result and performance valuation techniques pertaining to program and personnel performance effectiveness.
