ASSISTANT SUPERINTENDENT, HUMAN RESOURCES
DEFINITION
Under the direction of the Superintendent, plans, organizes, manages, directs and supervises the personnel, functions and activities of the Human Resources Division, including recruitment, selection, classification, wage and salary administration, employee relations and collective bargaining. Serves as the principal advisor to the Superintendent regarding employee and labor relations matters. Performs other related work as required. This position reports directly to the Superintendent.
DISTINGUISHING CHARACTERISTICS
This position classification requires expertise in the area of personnel and human resources administration. Directly related administrative and leadership experience is necessary to manage District personnel and human resource services. The job requires the ability to analyze, develop and offer alternative solutions to human resources and personnel issues and concerns. Decisions are made by the Assistant Superintendent, Human Resources that have a critical impact on District goals, the organization and administration of personnel and human resource services. The position has executive management responsibility for planning, assigning, reviewing and evaluating the quality and quantity of work of professional staff, technical and clerical employees in the Human Resources Division. The incumbent frequently meets with teachers, support and administrative personnel to influence, motivate and monitor the objectives of the District master plan. This is a sedentary position classification and performs light work that involves sitting a large portion of the time, but does require walking and standing for periods of time. This position requires accurate perceiving of sound, near and far vision, depth perception, working with personnel records and documents, and providing oral information and direction.

ESSENTIAL DUTIES
Plans, organizes, directs and coordinates the activities and operations of the Human Resources Division.
Contributes to the strategic direction of the District’s mission, goals, and
Coordinates and has the primary responsibility for the recommendations to the Superintendent for the recruitment, selection, assignment, transfer, promotion, and termination of all personnel.
Formulates and recommends policies and administrative regulations relating to District
In cooperation with other District departments and school principals, determines personnel needs of the District.
Maintains all personnel records including applications, current employee lists, assignments, salary, credential information, required health tests, position descriptions, evaluation procedures and leaves.
Assists with wage and salary research and
In cooperation with business services, administers all employee health benefits
Coordinates the substitute teacher
Coordinates the student teacher
Coordinates an evaluation program for all personnel and prepares a complete report in cases of dismissal.
Assists the Superintendent and Board of Education in employer-employee relations and participates, to the degree determined by the Board of Education, in the collective bargaining process.
Serves as the District representative, and as the Superintendent's designee, in processing employee grievances.
Is responsible for the training of all District management personnel in the management of collective bargaining agreements.
Provides status reports, oversight of the Human Resources operations, and force management follow-up to ensure successful completion of the above-listed activities.
Provides direction and assists in coordination of a program of professional growth in cooperation with the Educational Services Division.
Plans, assigns, reviews and evaluates the quality of work of professional, technical and clerical employees.
Attends, participates and speaks at community and professional meetings, conferences or conventions and serves as a District representative to such functions.
Communicates with other administrators, District personnel, and outside organizations to coordinate activities and programs, resolve issues and conflicts, and exchange
Maintains excellent technical skills, including use of up to date technology, software applications, computers, and other office equipment.
Performs a variety of office and administrative functions including responding to phone calls, emails, other correspondence, and the press, providing information to the public, and related activities.
Serves as a member of the Superintendent's Executive Cabinet and attends Board of Education meetings as a member of the Superintendent's staff.

QUALIFICATIONS
Knowledge of:
Principles and practices of public school personnel management, in such areas as employer- employee relations and collective bargaining, evaluation of certificated and classified employees, recruitment, examination, classification, wage and salary administration, organization, supervision, and training;
Laws and regulations governing public school employer/employee relations, familiarity with regulatory agency guidelines, content of collective bargaining agreements and approaches to collaboration, contract law, and risk management principles.
Theory and practice of effective counseling techniques and human relations; Operations of school district educational and administrative functions.
Ability to:
Plan, direct, establish priorities and coordinate a variety of complex programs and manage administrative operations;
Prepare and/or present clear and concise written and oral reports regarding complex technical information;
Interpret and apply laws, rules, regulations and policies related to personnel matters;
Work effectively with officials and employees of the District, other public agencies, and the public;
Assemble and analyze data and make appropriate recommendations for personnel and collective bargaining actions;
Supervise the activities of others engaged in various District personnel activities; Communicate effectively orally and in writing;
Direct the work of subordinate management staff and provide professional growth opportunities; Resolve conflicts and competing priorities.

Experience:
Five years of successful school administration including at least three years as a school principal and three years of school district personnel or human resources experience. Education: Equivalent to the completion of a Masters or higher degree from an accredited college or university in educational administration, school business administration, instruction, curriculum development, or other fields closely related to public school education.
