Reports to the Superintendent and under his /her direction plans and directs a comprehensive personnel program for the district.
GENERAL DUTIES
To serve as a regular member of the Executive and District Cabinet.
To implement, coordinate, and ensure compliance with policies and regulations for affirmative action, sex equality, and physical handicapped.
To serve as District Complaint (Grievance) Hearing Officer for Title VI, Title VII, and Title IX. Also serve as the District Sexual Harassment Officer.
Coordinates and supervises the recruitment, selection, assignment, transfers, promotion, terminations of all personnel.
In cooperation with all principals and division heads, determines personnel needs for the district.
Develops and proposes new personnel policies for incorporation in District policy.
Maintains personal records including applications, current certificated and classified employees’ lists, assignments, salary, credentials information, and required health tests, position descriptions, and evaluation procedures, leaves, accruals, and vacation schedules.
Coordinates substitute programs for certificated and classified employees.
Cooperates with and acts as administrative liaison for representative committees for employees’ organizations to cooperatively develop personnel policies, rules, and regulations, and to maintain good personnel relations.
Administers an evaluation program for all personnel and prepares reports as needed.
Assists the professional staff and provides leadership for the handling of employees’ problems, legal matters, and corrected discipline.
Assists in system wage and salary administration and research.
Assumes responsibility for contract administration for the collective bargaining agreement.
With the Superintendent, serves as the Board Representative in matters related to collective bargaining.
Provides leadership in planning and implementing a staff development program for certificated staff related to credentialing requirements and/or legal compliance.
Works with Assistant Superintendent, Educational Services to do broad-base evaluations of staff development programs.
Continues to grow professionally through active membership and participation in professional organizations.
Performs such other related duties that become apparent with the development of the position and/or assigned by the Superintendent.
Experience: Five years of classroom teaching experience Five years as a successful site principal Two years of successful administrative experience at the District level, preferred Extensive administrative experience in school Human Resources, including labor negotiations.
Education: Master’s Degree Doctorate Preferred
Certificates and Licenses: Multiple or Single Subject Teaching Credential Clear Administrative Credential
The Los Banos Unified School District is composed of approximately 11,242 students, TK-12. From 2000-0008, our enrollment growth has averaged 3.89% per year. Students are housed in nine elementary schools, one district-wide Transitional Kindergarten Center and two junior high schools (grades 7-8), two comprehensive high schools, one alternative high school and one alternative education center The District has an adult education program and operates LEAP, a before/after school program. Governed by a 7-member Board of Education, the District employs approximately 585 certificated and 510 classified employees and oversees an annual budget in excess of $143,248,517 (2019-2020). Changing is the single word that can be used that best describes the Los Banos Unified School District. We are changing to ensure that all students master District curriculum standards. We are upgrading and building new school facilities to house our rapidly increasing enrollment. We are spending more resources training our staff to ensure all children have highly qualified teachers in their classrooms. Programs include Vocational Education, Technology Education, and specialized reading and mathematics programs.
