Job Summary
The Chief Administrator of Human Resources serves as SCOE’s senior executive leader for all human resources functions, providing strategic direction and operational oversight for talent acquisition, classification and compensation, credential monitoring, substitute services, labor relations, and employment compliance. As secretary and chief executive officer to the County Office Personnel Commission, this position ensures adherence to the Merit System Act and California Education Code, provides expert guidance on personnel policy and regulatory interpretation, and oversees commission operations, staffing, and budget. As a member of the Superintendent’s Cabinet, the Chief Administrator advises executive leadership on workforce strategy, collective bargaining, contract administration, grievance resolution, and employment compliance, while leading the development and implementation of personnel systems and equal employment opportunity practices that support a high-performing, inclusive organization.
Qualifications
Candidates must have three or more years of increasingly responsible personnel or human resources related experience in public education, including supervisory responsibility in the areas of personnel classification and compensation, recruitment, selection, employer/employee relations, and management. Merit system experience is preferred. A bachelor’s degree in human resources, preferably with specialization in public administration, personnel administration, business administration, or a related field is required.
The Sacramento County Office of Education (SCOE) is one of 58 county offices of education in California. SCOE staff work year-round providing services that complement and supplement those offered by public school districts in Sacramento County. SCOE provides technical assistance, curriculum and instructional support, staff development, financial advice, and oversight to Sacramento County school districts.
