PRIMARY FUNCTION/GOAL: Plans, coordinates and supervises the operation of the Personnel Division in such a way as to enhance the morale of the school district personnel, promote the overall efficiency of the school system and maximize the educational opportunities and benefits available to each individual child. DIRECTLY RESPONSIBLE TO: Superintendent or his/her designee. MAJOR DUTIES AND RESPONSIBILITIES: Assists with the evaluation of certificated, classified, and management/confidential staff. Serves as chief negotiator for the District; responsible for contract interpretation and management. Develops and maintains a system for personnel records for all employees in order to provide comprehensive, efficient, accurate and current records of all matters pertinent to employment, transfer, tenure, retirement, leave, promotion and the like. Maintains, updates and manages an effective position control system. Keeps abreast of governmental statutes, regulations and rules related to personnel administration and advises appropriate parties of the provisions of the law. Plans, directs, coordinates and participates in the recruitment of certificated and classified personnel for the District. Screens and processes applications of candidates. Establishes screening committees when appropriate. Maintains an up-to-date application file of prospective candidates for all certificated and classified positions. Develops annual contracts and salary placements for all management, certificated, and classified personnel. Receives, reviews and processes requests for transfer according to District policy and regulations. Maintains close contact with all departments and schools in planning and anticipating certificated and classified personnel needs. Assists in the selection of qualified certificated and classified candidates. Develops job descriptions for new staff positions and coordinates the periodic review and revision of existing job descriptions. Interprets existing personnel policies and regulations to the staff and makes recommendations concerning the formulating of personnel policies and regulations. Counsels with employees to resolve complaints, difficulties and other matters relative to personnel management and works with supervisors on difficult or sensitive personnel matters. Manages personnel litigation resources and cases. Coordinates and interprets the evaluation program for certificated and classified employees. Prepares and maintains statistical information on all personnel and submits the necessary federal, state, county and local statistical reports. Processes recommendations for termination of employment, assembling substantiating information for dismissal of employees and arranging any necessary conferences and hearings. Conducts exit interviews of personnel leaving the District. Prepares personnel recommendations for submission to the Board. Establishes an annual personnel directory. Serves as District Affirmative Action and Title IX Officer. Supervises all phases of the substitute teaching calling service. Assist the Superintendent in the development, coordination of District and community surveys. Communicates to the Superintendent on all aspects of personnel matters. Develops the school calendar. Assists with Summer School staffing process. Develops and plans employee recognition programs. Performs any related duties as required.
MINIMUM QUALIFICATIONS:Graduate Degree; preferably in Personnel or Educational Administration. Three years teaching experience; preferably in elementary education. Two years experience in Personnel Administration for Public Educational Institution.
Physical strength to perform the tasks that may be required of an Assistant Superintendent of Human Resources. These physical requirements include:
Physical and mental stamina to perform the duties and responsibilities of the position.
Manual dexterity sufficient to write, use the telephone and business machines.
Vision sufficient to read printed materials and computer screens.
Hearing sufficient to communicate in person and hold telephone conversations.
Speaking ability in an understandable voice with sufficient volume to be heard in normal conversational distances on the telephone and addressing groups.
Physical ability to push/pull, squat, twist, turn, bend and to reach overhead.
Physical mobility sufficient to move about the work environment (office, district, school site to site), drive an automobile and to respond to emergency situations.
Physical strength sufficient to lift 25 pounds.
Ability to sit for prolonged periods of time.
Mental acuity to collect and interpret data, evaluate, reason, define problems, establish facts, draw valid conclusions, make valid judgments.

The Alisal Union School District (AUSD) serves about 7,700 students in twelve neighborhood K-6th grade schools (including preschool programs). Many of our over 400 certificated and 300 classified staff members are from the community and proudly serve it. The District is situated in East Salinas, California. Because of our demographics, equity and cultural responsiveness are at the heart of what we do. Apart from a plethora of other rigorous academic programs and foci, we currently offer several forms of bilingual program offerings in nine of our schools, including a districtwid...e dual immersion program. At our schools, in addition to our dedicated office, custodial, cafeteria, and playground staff, teachers and principals, each school is also supported by its own counselor, Library Specialist, Instructional Coach, and assistant principal. Additionally, every school is further supported by districtwide Psychologists, School Nurse and LVNs, and Speech Therapists.
Lastly, as part of our whole-child efforts, we offer seasonal sports (flag football, volleyball, basketball, soccer) at each of our schools, music (including our amazing Alisal All-Star Drumline and Colorguard/Tall Flags and Mariachi Juvenil Alisal), folklórico dance, and after-school and weekend academic support and enrichment, including NASA STEM Academy and Intro to Coder Dojo.
