General Responsibilities Under the direction of the Superintendent, serve as a member of Executive Cabinet performing a wide variety of key functions that include, but are not limited to, curriculum instruction, professional development, assessment, leadership development, communication and coordination of projects, events, activities, and assignments related to school board members and members of the community; oversee Educational Services functions, Special Education, Northeast Orange County Special Education Local Plan Area (SELPA), and Student Services functions.
Key Functions and Duties
Provide leadership assistance to the Superintendent in the development and implementation of the districts vision, goals and priorities; provide leadership development of system-wide improvement strategies; oversee, direct and monitor progress.
Establish and directly supervise the district’s academic strategy as a systematic approach by overseeing and supervising leaders in the following areas: curriculum, instruction, school leadership/supervision, professional learning, and others. Oversee and provide guidance to the district’s equity, diversity and inclusion strategies. Oversee the district’s instructional leadership team in the effort to identify and coordinate systemic and differentiated supports to schools, based on data and the district’s effort to continually improve teaching and learning.
Develop and lead, in collaboration with the superintendent and other stakeholders, a district vision for teaching and learning, with a focus on the delivery of rigorous, standards-aligned instruction in every classroom for every student. This vision will include but not be limited to instructional improvement, curriculum and instruction, professional development, special education, and school leadership. Responsible for the development of annual goals and action planning for all the aforementioned programs.
Apply research and best practices to inform the development of theories of pedagogy, intervention programs and improve the delivery of rigorous instruction and related services. Continually assess the effectiveness of the district’s academic services to prioritize, plan, and implement improvements as needed.
Establish performance management processes for evaluating the effectiveness of programs, operational efficiency and accuracy in implementation.
Create proactive systems that allow for ongoing and regular feedback from stakeholders (principals, teachers, parents, students) to inform the district’s academic priorities and strategies.
Work with administrators in the evaluation of instructional materials, including textbooks, digital resources, library/media acquisitions, and other instructional materials.
Supervise and direct the monitoring and re-evaluation of instructional programs in an ongoing basis using input from teachers and principals; applied research; and student data to determine effectiveness and improve outcomes. Recommend changes and adjustments where appropriate.
Responsible for the formulation, planning, and implementation of the professional development program for professional staff (teachers and administrators).
Provide support for school improvement efforts by leading systems that allow for progress monitoring of school performance.
Participate actively as a member of the Superintendent’s Cabinet. Serve as the Superintendent’s strategic partner in problem identification and solution creation; decision-making; and policy formation.
Build structures for effective cross-departmental collaboration and partnership between the academic and operations teams, such that district wide initiatives are prioritized, clearly communicated, and implemented with strategy and intention.
Ensure effective and efficient use of resources with a lens on equity and assurance that allocation and use of resources provides for results-oriented outcomes that demonstrate the district’s ability to effectively meet the needs of all students, families and schools.
Deliver written and oral presentations on academic strategies, academic outcomes and accountability as directed by the Superintendent to various stakeholders (i.e. Board of Education, principals, teachers, parents, and community groups).
Along with Superintendent, serve as the direct connection between schools and central staff; executive directors, directors, coordinators, school administration, faculty and staff; and the Board of Education. Participate in assigned district committees (i.e. attend regular Board, staff meetings, and other related community meetings).
Represent the district’s instructional leadership team on the Superintendent’s cabinet, advisory boards, committees and the community regarding all educational issues. Provide strategic counsel, advice and support to the Superintendent. Manage high profile, large scale, and high impact/volatility issues at the direction of the Superintendent.
Effectively represent the district’s instructional philosophy and curriculum implementation strategies to the media.
In conjunction with staff, identify and mediate conflict around important matters/critical issues that affect communities, principals, teachers, students, and parents.
In collaboration with department and other district staff, make decisions regarding legal issues; contract issues; personnel issues, state and federal mandates; and employee dismissal, retention, and discipline.
Develop and administer the budgets of departments supervised and ensure that operations are cost effective and funds are managed prudently and aligned to the district goals.
Implement the policies established by federal law, state law and the local board policy in the area(s) supervised.
Provide oversight and coordination of the building of the Local Control Accountability Plan (LCAP), and the Northeast Orange County SELPA, facilitate superintendents’ governance, and coordinate the building of the Special Education Local Plan.
Provides leadership to supervise and evaluates the K-12 principals, planning and evaluation of district programs, district assessment programs, categorically funded programs, staff development, pupil personnel services, health services, instructional materials center, educational research, and library services.
Assist the Superintendent in the determination of agenda items for meeting leadership, Teacher Advisory Council (TAC), Superintendent’s Community Advisory Committee (SCAC), District PTA, Special Education Community Advisory Committee (CAC).
Provide for the Superintendent, and initial review of selected incoming correspondence, monitor the completion of action referrals assigned to members of Cabinet.
Draft on the Superintendent’s behalf written communication such as letters, reports, operational memoranda, and board agenda items, as needed.
Respond to and represent the Superintendent to internal and external constituents or community groups, as assigned.
Leads in student achievement, the evaluation, and improvement of curriculum as it relates to the needs of students served by the special education programs.
Responsible for policies, goals, objectives, and activities of the special education program and the appropriate communication to the staff and patrons of the district.
Perform other duties as assigned.
Education and Experience
A Master’s degree, California teaching credential, and administrative credential. Doctorate preferred.
Successful experience as a classroom teacher, administrator at a site, and district office level.
Demonstrate administrative and supervisory ability.
