Under the direction of the Superintendent, plan, organize, manage and direct the personnel operations of the District; provide leadership in the development and implementation of mandated and other appropriate personnel related policies and regulations; direct the District’s affirmative action program; participates in employee labor relations functions of the district including negotiations; administer grievance procedures for certificated and classified personnel; administer the employee risk management program; aids in the planning, development, and implementation of District Policies and Regulations, and the strategies for achieving organizational goals and objectives; organizes, coordinates functions and activities and does other functions as directed.
Essential Duties and Responsibilities:
Plan, direct, manage and oversee all activities and operations related to district-wide certificated and classified personnel, including recruitment and selection, record keeping, counseling, personnel evaluations, and employee relations involving union contract negotiations and contract management; recommend and administer policies and procedures.
Serve as negotiator for the district.
Develop, monitor, and implement goals, objectives, policies, and priorities related to human resource needs in accordance with state education code requirements, Board policies, and district policy; coordinate with school administrators and other staff.
Establish, with District policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of human resource services; allocate resources accordingly.
Plan, direct and coordinate all activities related to human resources; assign projects and areas of responsibility; review and evaluate work methods and procedures; meet with staff to identify and resolve problems.
Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
Explain, justify and defend programs, policies, and activities related to human resources; negotiate and resolve sensitive and controversial issues.
Serve as the District’s Workers Compensation office
Represent the District to the Board and outside agencies on matters related to human resources; draft and interpret Board policies, education code and related laws; recommend human resource actions to the Board.
Provide staff assistance to the Superintendent; participate on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
Attend and participate in professional group meetings; stay abreast of changes and new developments in human resource management and education administration.
Respond to and resolve difficult and sensitive parent and community inquiries and complaints.
Perform related duties and responsibilities as required.
Abilities:
Hands-on manage, organize, coordinate, and direct the District’s internal operations;
Demonstrate a high quality of leadership and motivational strategies in leading the District toward an operational mode which is cost effective and cost beneficial.
Analyze complex problems, determine alternative solutions, and make timely and effective decisions.
Communicate effectively in oral and written form regarding a variety of complex fiscal, educational, organizational, and legal matters.
Assimilate and evaluate data, and prepare sound recommendations.
Establish and maintain cooperative organizational, public, and community relationships.
Valid California Administrative Services Credential
Master’s degree preferred.
At least three (3) years of increasingly responsible and successful experience in school administration;
Demonstrated successful experience in employee negotiations, personnel selection, and personnel office management is highly desired.
District Office-level experience in the personnel field is desired.

The Nuview Union School District operates two K-6 schools, one 7-8 middle school, and one charter high school.
