Assist the Assistant Superintendent of Personnel/Pupil Services with the following: 1. Identifying, planning, and establishing the goals and objectives of the District personnel management programs and systems. 2. Plans and supervises department budget preparation and implementation to insure cost effectiveness. 3. Plan, organize, develop and recommend personnel policies and regulation statements, and operational procedures and guidelines. 4. Supervises risk management, including student accidents insurance plans, and workman’s compensation. 5. Assist the District’s representative in Joint Powers Authorities dealing with workers’ compensation. 6. Aid in reviewing, analyzing and evaluating pending legislation, legal mandates, regulations and guidelines that may affect the District programs, functions, and activities. 7. Represents the District on the School Attendance Review Board. 8. Organize and administer the interdistrict and intradistrict attendance agreements. 9. Implement audit and evaluation procedures to ensure that the personnel management systems, processes, and procedures are pursued in a cost effective and cost beneficial manner. 10. Assists in the development of the District’s Welfare and Attendance Program. 12. Assists the District Title IX Coordinator. 13. Assists as the District grievance process coordinator. 14. Active in seeking out and writing grants in the area of Pupil Services. 15. Provides leadership and expertise in the budget planning process, particularly pertaining to the utilization of appropriate human and monetary resources. 16. Assists with tracking employee leaves under the Family Medical Leave Act (FMLA), The California Family Act (CFRA), and Pregnancy Disability Act (PDL), and other employee leaves and assures compliance with federal and state laws and mandates. 17. Assist in conducting personnel and pupil services investigations. 18. Coordinate/Consult with District legal counsel regarding personnel/pupil matters. 19. In the Assistant Superintendent of Personnel/Pupil Services absence, serve as head of the department. 20. Share responsibility with the Assistant Superintendent of Personnel/Pupil Services
MINIMUM QUALIFICATIONS
• Five years experience in a responsible public education administrative or supervisory position, with a minimum of 2 years experience as a Personnel or Pupil Services Administrator. • Graduated from an accredited college or university in educational administration, personnel administration, industrial relation, or other closely related areas. • Possession of a valid administrative service credential authorizing service in grades 12 and below. • Valid California driver’s license
