Plans and supervises day-to-day activities and operations of the Transportation Department including efficient and timely student transportation, development of and adapting routes and schedules using computer-aided routing systems to optimize service.
The Manager, Transportation Planning Services is a first-line manager responsible for day-to-day operations, of scheduled bus service, the scheduling, timing, route planning of student bus transportation, dispatch of buses for special requests, and the continual review of bus route and trip efficiency. The Manager requires competency in customer service, computer-aided route analysis, and the logistics involved with adjusting for personnel, weather, and unanticipated trips. The Manager also demonstrates competency in training and reviewing the performance of drivers.
Plans, supervises, and coordinates the dispatching, operation, inspection, maintenance, repair, and storage of school buses and other District vehicles.
Schedules, coordinates and oversees dispatch of buses for scheduled routes, field trips, and student activities. Analyzes scheduled and ad hoc requests so as to get the best use of District equipment and proper assignment of drivers.
Schedules, coordinates and monitors special education bus routes that assure daily transportation and field trips run safely and efficiently and comply with agreements.
Designs, maintains, and updates routing schedules. Analyzes routes by entering student count data, district mapping, then using computer-aided routing systems to prepare whatif scenarios adjusted for site needs and available equipment.
Prepares and assigns work schedules, optimizing contractual bidding hierarchies. Plans staffing to optimize service while remaining cost effective.
Reviews regular and exceptional student bus schedules and routes for efficiency of operation and use of buses. Maintains current route sheet. Provides information to parents and schools concerning bus routes and schedules.
Receives, resolves, and communicates with school sites and parents in response to routing, scheduling, and service inquiries, issues, complaints, and compliments.
Follows up on matters ranging from special student needs to customer service.
Oversees and participates in training for staff and others affected by the services of the department. Facilitates periodic meetings to identify opportunities and problems encountered during the normal course of business.
Establishes and promotes the use of technology in routing, maintenance, and management of Transportation operations.
Assists the Director in studying student demographics and boundaries to forecast student transportation needs. Applies knowledge of community traffic patterns and recommends modifications to route designs to balance efficiency with safety and schedule.
Maintains up-to-date knowledge of and continuing education in, California Highway Patrol rules and regulations to assure qualified drivers and the safety of bus stops and routes. Maintains knowledge of drivers’ license renewals and training requirements.
Ensures that bus schedules and updates are published at school sites and on web pages and other media so that parents and students have current knowledge of routes and times.
Prepares and maintains a variety of records and reports related to schedules, routes, and field trips.
Observes, documents, and appraises performance of staff and drivers according to standards established by the District and department.
Assists the Director with budget development and administration.
May be required to drive a school bus route or field trip in cases of extreme need.
Performs other duties as assigned that support the overall objective of the position.
